Why investors look at Belleville

Belleville is on the Bay of Quinte, with CFB Trenton nearby in Quinte West, a hospital and Loyalist College. People look here for that mix. It is not a forecast of rent or appreciation. I do not publish a Belleville rent, cap rate or cash-flow number. We use the leases and bills for the building you are considering.

Right now, 327 homes are listed for sale in Belleville with a median asking price of $539,900 (see the October 2026 report: Belleville market report). These are asking prices, not sold prices. They cover all home types, not only investment properties.

If you are adding a basement apartment rather than buying an existing duplex, the City's accessory dwelling unit rebate is worth reading. It offers up to $5,000 for a first new unit, $5,000 for a second and $10,000 for a third. The unit cannot be a short-term rental, you need a building permit and a pre-consultation, and the City decides each application. Do not offer on a house because you assume the rebate will be approved.

What I check before you buy

  1. Legal status of each unit. Is it a legal duplex or triplex, or a house with a unit that was never permitted? Ask for zoning confirmation, building permits, a final inspection, and electrical and fire-code papers where they matter. Confirm with the city before you waive conditions.
  2. Tenants and leases. Who lives there, what rent is actually paid, when each lease ends, and whether there are arrears. Ask for leases, a rent roll and proof of payment. Existing tenants usually stay with the property.
  3. Income and expenses. Ask for utility bills, property tax, insurance and repair records. Do not use a rent figure from an advertisement unless you have checked it.
  4. Condition. Book a home inspection. Older wiring, plumbing, the roof and the foundation are worth a specialist if the inspector flags them.
  5. Meters. Separate meters and shared meters change who pays the utilities, and they change cash flow.
  6. Insurance. Confirm a rental policy is available before you waive financing.
  7. Who would buy it later. Another investor, or a family who wants to live in one unit. That affects your exit, and it is not a promise of a sale.

Running the numbers (a worksheet, not a promise)

Questions

Frequently asked questions

Is a duplex in Belleville a good investment?

It depends on the purchase price, the rents you can document, expenses, financing and the condition of the building. No investment is guaranteed. Compare each property with the leases, a vacancy allowance you choose and a real mortgage quote, and have the building inspected before you buy.

What is a legal duplex, and how do I check in Belleville?

A legal duplex is a property the zoning and building rules allow to have two separate homes. Ask for zoning confirmation, permits and inspections, and electrical and fire-code papers where they matter. Confirm the details with the City of Belleville before you buy.

Can I live in one unit and rent the other?

Many buyers do. Financing and tax rules for an owner-occupied multi-unit purchase can differ from a purchase you will not live in. Speak with a mortgage professional and an accountant before you offer.

How does rent control work in Ontario?

Ontario sets a yearly rent increase guideline for most residential units. Some units first occupied for residential purposes after November 15, 2018 are exempt from the guideline. Check ontario.ca before you set or raise a rent.

How do I calculate cash flow on a rental property?

Start with gross annual rent, subtract a vacancy allowance and operating expenses to get net operating income, then subtract your annual mortgage payments. Divide that cash flow by the cash you invested to estimate a cash-on-cash return. Use real quotes. The worksheet file is labelled for Cornwall; the lines are the same, and it does not contain Belleville rents or returns.

Does the City pay me to add a unit?

The City of Belleville's housing programs include rebates for a new accessory dwelling unit: up to $5,000 for a first unit, $5,000 for a second and $10,000 for a third, with occupancy rules and a ban on short-term rental. You have to apply, and approval is not guaranteed. It is not a reason, by itself, to buy a property. Read the City's program page and book a pre-consultation before you offer.

What should I ask for when buying a tenanted property?

Ask for current leases, the rent roll, proof of rent payments, utility bills, property tax and insurance, and repair records. A real estate lawyer can advise on tenancy conditions in the offer.

Do you work with investors who live outside Belleville?

Yes. I am based in Kingston and work with buyers in Belleville. We can review listings by video, book showings, and I can introduce inspectors, lawyers and mortgage professionals. Military families posted to CFB Trenton often look in Belleville and Quinte West together.
